1894 Mackenzie bowell coin?

I found these two coins in my bucket and I have no idea what they are if they are even real coins. They are dated 1894 and have a raised picture of a man named Mackenzie Bowell on one side and on the other side a picture of the House of Commons and at the top of this side it also says ottawa canada. There is no value printed on it. Just wondering what they might be. Don't even know where they came from.
