How do I help my friend to break free from an emotional manipulator?

My friend is in an endless cycle of leaving her boyfriend then going back to him. She knows his games but always takes him back. I offered her rehab for her alcohol abuse but he stopped it. I made a counciling appointment for her and he put a stop to that too. I want to help her. What can I do?
