I've been dating him on-and-off for 6 months, and he still says he doesnt want to be my boyfriend?

i need to know your age and his age before i can comment correctly? I would back off and just stop bothering him stay his friend and if it's meant to be let him be the one, just take care of yourself well and date others and have fun with your friends and if he's worth it he will be the one to pursue you!
